|Seventh Bi-Annual Review Meeting of the Five Year Strategic Qatarization Plan|
Under the auspices of H.E. Abdullah Bin Hamad Al-Attiyah, Second Deputy Premier, Minister of Energy and Industry and Chairman of Qatar Petroleum, the Seventh Bi-Annual Review Meeting of the Five Year Strategic Qatarization Plan was held at the Ritz-Carlton Hotel on 25 February, 2004. The objective of the meeting was to review the application of the plan within Qatar Petroleum, its subsidiaries and affiliated companies in the energy and industry sector.
The meeting was attended by H.E. Sheikh Hamad Bin Jabor Al-Thani, General Secretary of the Planning Council, directors of Qatar Petroleum, general managers of subsidiaries, general managers of QASCO, RLPC, and QEWC.
In his opening speech, H.E. the Second Deputy Premier welcomed all the participating companies and addressed the challenges facing the Qatarization Strategy in the coming years, which has so far recorded a significant increase in the employment of Qatari citizens in the energy and industry sector, while maintaining productivity levels.
H. E. Al-Attiyah stressed the necessity of employing more Qatari nationals in this continuously developing sector – in compliance with the directives of H.H. the Emir, Sheikh Hamad Bin Khalifa Al-Thani, especially in the new projects that could offer employment opportunities for Qatari citizens and expatriates.
H.E. Al-Attiyah said that the focus of Qatarization in the energy and industry sector has switched from head count to those qualified to hold a permanent position.
H.E. the Second Deputy Premier announced that the Qatarization ratio has increased from 20% to 28% in the energy and industry sector since the beginning of the first Five-Year Strategic Plan in June 2000. Some 3,100 Qatari nationals have been employed since the beginning of the recent strategic plan up to 2003. A similar number of Qatari nationals will be employed from now until 2008, with the aim of focusing on employment in the mid-level jobs.
To further enforce the role of the educational institutes, and their link with the industry sector, H.E. Al-Attiyah concluded his opening speech saying that Qatar Petroleum is preparing in collaboration with Qatar University to establish a Career Counseling Office at Qatar University in coordination with Qatar University to guide the graduates towards the labor market’s actual needs.
After the opening speech, the participants presented achievements of their organizations during the past six months.
The meeting concluded with recommendations to ensure quality Qatarization. There was also a recommendation to hold the next meeting at the beginning of the second half of this year.
